Message

Our company is a general construction contractor committed to contributing to the development of public infrastructure in our local community by delivering high‑quality public structures through advanced technical expertise.
Over the years, we have contributed to our region through the execution of numerous public works projects, including road improvement, pastureland development, installation of snow-protection fences, bridge repair, river improvement, and road maintenance and snow removal.
In recent years, our technical capabilities have been highly recognized, including receiving awards from various government agencies as an excellent construction contractor.
Without becoming complacent with our current achievements, we will continue to work together with our employees to enhance our technical expertise further and remain a steadfast contributor to the development of public infrastructure in our community.

In addition, our company develops, manufactures, and sells inspection devices for bolts, nuts, and concrete. Through these technologies, we have set an ambitious goal to contribute to improved inspection accuracy.
Our BOLT-Tester (BT) was listed in September 2022 in the Ministry of Land, Infrastructure, Transport and Tourism’s performance catalog of inspection support technologies for bridges and tunnels. In June 2024, it obtained JIS certification, and in September of the same year, it was certified by the Ministry as a useful new technology among those listed in NETIS.
Similarly, our Concrete Tester (CTS) has also been featured in the same performance catalog, and in October 2025 it was additionally listed in the Ministry’s Water and Sewerage Infrastructure DX Catalog. The recognition and adoption of BT and CTS continue to grow steadily, with an increasing number of use cases across Japan.
Through the further widespread adoption of BT and CTS, along with the development of new technologies, we are committed to making meaningful contributions to public infrastructure development not only throughout Japan but also across the world.

Nitto Construction's Features

Nitto Construction is a construction company headquartered in Oumu Town, a town on the Sea of Okhotsk coast located halfway between Wakkanai City and Abashiri City. Oumu Town is a vibrant town with thriving primary industries such as fishing, forestry, and agriculture (dairy farming), and is known for its seafood specialties such as sea urchin, hairy crab, scallops, and autumn salmon. The climate is cold both in summer and winter, but it is characterized by few natural disasters. Nitto Construction is rooted in Oumu Town, ensuring the safety and security of the local community.

Business content

Nitto Construction is a locally based construction company primarily focused on civil engineering works. Over 90% of its orders are for public works projects, primarily within the jurisdiction of Oumu Town (clients: Hokkaido Regional Development Bureau, Okhotsk General Bureau, and Oumu Town), and the company is also responsible for the maintenance and snow removal of national and prefectural roads. In addition, we are introducing the latest technologies such as ICT, and also run a side business of "equipment development, manufacturing and sales" and "survey." In the equipment development, manufacturing, and sales business, the company develops and sells non-destructive testing equipment not only throughout Japan but also around the world, actively engaging in global activities. In the survey business, we have established a cooperative relationship with our group company, Applied Research Co., Ltd.

■ Civil engineering business

In the quality control of construction work, we pursue high construction quality by utilizing our own developed non-destructive testing technology, and have been recognized by the Hokkaido Regional Development Bureau as a company with outstanding construction performance for two consecutive years (2024 and 2025). In a construction project by the Okhotsk General Bureau, the site manager was awarded the Outstanding Engineer Award. Nitto Construction will continue to pursue high construction quality.

■ Survey business

We carry out inspections and detailed surveys of social infrastructure such as roads, bridges, and water and sewer systems. In addition to conventional inspections and surveys such as visual inspections, hammering tests, and crack sketches, we also carry out non-destructive testing using our own proprietary technology, as well as special surveys that utilize dynamic phenomena such as waves and vibrations.

■ Equipment manufacturing, development and sales

We have developed our own technology, including a concrete tester (CTS) that estimates the compressive strength of concrete by hammering, a bolt tester (BT) that inspects the soundness of bolts and nuts, and an impact elastic wave technology (iTECS: Elastic Wave Radar System), and sell these products not only in Japan but also around the world.Bolt tester technology was established as a JIS standard in 2024 (JIS Z 2339 Non-destructive testing - Methods for measuring the mechanical impedance of bolted joints), contributing to the safety of social infrastructure.
